Capital & Liquidity Management (CALM) is a firmwide (FW) division of Global Finance & Business Management in the Treasury/Chief Investment Office which is responsible for FW asset and liability management.
CALM oversees the end-to-end risk-weighted asset (RWA) and regulatory capital measurement processes across the Firm, ensures efficient and appropriate management of our capital, and manages the firmwide capital stress testing process. CALM partners with other JPMC functions, including Risk, Corporate Financial Reporting and the LOBs to establish control and governance best practices and accountability for the regulatory capital process. CALM is also responsible for interfacing with regulators on capital-related issues and guiding LOBs and clients on efficient capital decisions. CALM’s strategic vision is to be a best-in-class global capital organization that is at the heart of all capital related issues and strategic decision making firmwide.
Capital and Liquidity Policy (CLP) sits within CALM and is responsible for interpreting and providing guidance on US regulatory capital and liquidity rules for current, pending, and proposed transactions in support of Front Office, Risk, Finance and Technology. As such CLP’s core functions include:-
Review and interpretation of US and International Capital Rules and Proposals
Overseeing and coordinating the activities of established teams in Finance and Risk to ensure compliance with U.S. regulatory capital requirements
Liaising with the U.S. regulatory agencies regarding, regulatory examinations, model changes and ad-hoc inquiries
Supporting regional Finance, Front Office and management teams across the globe with respect to application of both local and US regulatory capital rules.
Leading CMs globalization initiative to increase involvement and partnership in EMEA (UK/non-UK) around policy guidance, RWA production, independent review
The open position is within the EMEA/APAC CLP team, covering APAC, EMEA, and the US. It is divided by Risk Stripe, LOB, and Regions. The team provides interpretations and guidance on the US regulatory capital treatment for the Markets Business within the Corporate & Investment Bank (CIB) as well as large or novel transactions, partnering with LOBs and Finance teams as well as internal Subject Matter Experts.
CIB Markets incorporates Macro Markets (Rates, Currencies and Emerging Markets [CEM], and Commodities), Credit Trading and Syndicate, Equities, Securitized Products, Public Finance, Markets Execution, Sales and Marketing and Research and Investor Services. The EMEA/APAC CLP team primarily supports Macro Markets, Credit Trading and Syndicate, Equities, and the relevant Sales and Marketing teams.
You will be responsible for delivering high quality regulatory capital analyses and reviews by:
Maintaining a high level of current technical knowledge and applying it to generate high quality support and oversight
Obtaining a clear understanding of the transaction/scenario in question ensuring all relevant key facts are considered
Understanding the economic and other drivers for the situation in question including the substance of the arrangement
Independently and efficiently identifying the relevant regulatory guidance and regulatory interpretations/expectations
Performing a comprehensive and balanced analysis addressing the strengths/weaknesses of the potential conclusions
Ensuring consistency in application through review of historical analyses and consultation with SMEs having performed the initial analysis
Proposing conclusions that appropriately considers the relevant regulations and supporting regulatory guidance, regulatory feedback along with considerations such as risk, operational feasibility, market practice, and materiality
Additionally, this individual will be responsible for supporting the following key initiatives:-
Interactive Capital Rulebook:-
To help build out Confluence tool to support US rulebook, guidance, and relevant interpretations, together with any supporting materials (PWG templates, minutes, etc.), with a view to becoming a central firmwide repository for regulatory capital requirements. Providing broader access to such a tool will dramatically reduce the amount of duplicative efforts across the firm, help LoBs gain access to the Policy knowledge and expertise, and reduce the volume of calls fielded by the Policy teams. It will also help to repatriate Policy related work that is undertaken across the group in different non-policy related functions.
Demonstrate an ability to explain complex topics clearly, concisely, persuasively, and in a manner appropriate to the audience, while explaining the business purpose and intent of the transaction/scenario being presented/evaluated
Maintain effective relationships with internal clients in assigned coverage areas to understand the clients’ business, control infrastructure, and process initiatives, and to be aware of open issues, recent interpretations, regulatory developments and the associated impact on the business/risk stripe
Consider the materiality and urgency of transactions/projects/issues and to prioritize and organize them to ensure issues are addressed or escalated on a timely basis
Actively consider where communication and engagement with other CM teams is necessary or helpful for project completion and resolution of issues across regulatory requirements
Apply the appropriate level of review required based on the clarity of the relevant guidance, the level of judgment applied in arriving at the conclusion, the impact of the conclusion and the extent to which the conclusion may be challenged
Proactively look to identify potential regulatory/other issues for transactions and situations, to identify potential regulatory capital effects on the Firm related to current market conditions and peers, and to anticipate and proactively address senior management questions.

Candidates considered for this role generally meet the following criteria:-
minimum of 7 years relevant work experience, banking and finance experience with either a leading banks or a Big Four accounting firm strongly preferred.
strong knowledge of financial products and understanding of trading strategies.
strong knowledge of the US Basel III capital rule.
prior experience in the market risk area preferred.
ability to perform a comprehensive and balanced analyses of complex trade structures independently/ under minimum supervision
exposure to quantitative model development or management preferred
excellent interpersonal and communication skills (both written and oral)
strong project management skills and ability to navigate across organizations at senior levels
strong organizational, multitasking and prioritization skills
strong MS Office skills (Word, Excel, Power Point, Project and Visio)
- bachelor's degree required
Experienced in operational audit and compliance preferred
Experienced in running large scale projects involving multiple key stakeholders
- Experienced in regulatory capital calculation and reporting infrastructures
