Role Purpose

  • ComplianceTransformation ensures effective and efficient definition,

planning, management and execution of global change programmes related to

financial crime risk, supporting the FCR business teams and HSBC to meet

its regulatory commitments.

Financial crime risk covers key areas such as money laundering,

sanctions and anti-bribery and corruption.

  • The Portfolio Services Manager is

responsible for portfolio management support activity provided by the

Portfolio GPMO function within Global PMO

  • Portfolio Services Managers will

follow similar alignment as Heads of GPMO, and Heads of Transformation

(e.g. aligned to Global Business, Global Functions change portfolios).

  • He/she is responsible for providing

the day-to-day support to the Heads of GPMO, and Heads of Compliance

Transformation by facilitating executive decision-making support

activities i.e. presenting insight and reporting and facilitating demand

and supply management processes

Key Accountabilities

Impacton Business

  • Escalatebottom up demand for the portfolio from Regions/Priority Markets to the Headsof Transformation/Head of central PMO, and Senior Portfolio Services Manager(e.g.Programme/Project description, benefits, timeline, resource requirements)
  • Activelyfacilitate the ongoing portfolio prioritisation process (and support crossportfolio prioritization where necessary) supporting the Heads ofTransformation/Heads of GPMO
  • Activelyhighlight and monitor cross-programme dependencies within and outside theportfolio
  • Monitoralignment between the Global Business/Global Function and their strategy andinvestment spend along with maximizing benefits realised
  • Respondto ad-hoc requests from the Heads of Transformation/Heads of Management tosupport critical decision making (e.g. one-off benchmarking analysis and boardpapers)
  • Facilitateportfolio supply and demand supply and demand management process by forecastingand managing demand (via orderbook)

Operational Performance

  • Ensuretransparency of change portfolio performance, milestones tracking, costs andbenefits against baseline plan and provide commentary on variations inperformance targets and measures to enable achievement of objectives
  • Ensureall actions and decisions are documented and tracked to completion withinagreed timelines and targets
  • Communicateto Transformation Support Services any needed changes to the portfolioprioritisation and reporting frameworks prioritized by Global Business andGlobal Functions
  • Actas the main facilitator to the portfolio prioritisation process on a rollingbasis
  • Workwith programme leads within each portfolio to ensure Group Transformationstandard programme governance and reporting are in place and portfolio andprogramme costs and benefits tracked are in line with FIN guidance

Major Challenges

  • Support the Heads of Global Compliance Transformation/Heads of

Management Services in facilitating executive decision making in a large

variety of contexts and in within potentially tight timeframes

  • Drive the uptake of standardised methodology for tracking and

evaluating programme and portfolio performance

Role Context

  • Thevision statement for Global RiskTransformationis “to be the business’ primary change partner, support the implementation ofthe Group Strategy and make change a source of sustainable competitiveadvantage for HSBC”
  • PortfolioServices Managers are typically responsible for supportingdiscussions between the Senior Managers of Management Services/ Portfolio Leadsand Global Business/Global Functions executives to ensure alignment of theportfolio with business/function strategy and that the portfolio can be deliveredin terms of demand & supply, financials, time and benefits realization.This is done through thedelivery value-added insights, facilitating of the portfolio prioritisationprocess as well as balancing of demand against supply. They are required towork with senior stakeholders and business sponsors, building the necessaryskillsets to deliver the above. They are also expected to continuously improveon the status quo and keep up-to-date with the changes in the widerorganisation as well as industry best practices and to be able to factor thesechanges into their outputs.
  • Thejobholder is expected to exercise independent initiative in proactivelyovercoming obstacles to success, relying on general direction-setting from theHead of Portfolio Management Services as well as feedback from the variousstakeholders
  • Therole holder will operate within the usual authority limits for a PortfolioServices Manager

Management of Risk

  • The

jobholder will also continually reassess the operational risks and likelihood

of operational risk occurring. This will be achieved by

  • reviewing risks associated with the role

and inherent in the business, taking account of changing economic or

market conditions, legal and regulatory requirements, operating procedures

and practices, management restructurings, and the impact of new processes.

reviewing risks borne of non-compliance to programme/project management

standards, policies and best practices

  • facilitating the support activities

required to support executive decision making on the change portfolio

  • The

jobholder should then address any areas of concern in conjunction with

line management and/or the appropriate department.

Observation of InternalControls

  • The jobholder will adopt the Group

Compliance Policy by escalating any identified compliance risk in liaison

with, Global Compliance Officer, Area Compliance Officer or Local

Compliance Officer.
