Brief Description

An opportunity has arisen to join the Commercial & Procurement Assurance team within Network Rail. We are seeking a senior commercial manager who will utilise their knowledge and experience in regulated procurement, contract management and assurance to provide advice to key commercial activities throughout the organisation.If you have experience in undertaking assurance on complex procurement / contract management activity and engaging with stakeholders at all levels this could be the role you've been waiting for!

You will be responsible for the management of the Assurance Programme within the Procurement Management Framework, to include policy, process, and compliance, and for the establishment and management of the Supplier Risk Management Framework, to include tools, techniques, reporting, policies and processes





About the role (External)

Key Accountabilities

  1. Create and manage the Supplier Risk Management Framework, to include risk policy, guidelines, procedures and standards

  2. Responsible for the development and management of the Assurance Framework for oversight of the Procurement Management Framework, working in collaboration with the Sourcing and Supplier Management teams and relevant key customers, stakeholders and suppliers

  3. Leadership of risk management activities throughout the Procurement Management Framework and facilitation of risk appetite management, to include risk assessment, risk register updates and reporting for existing and new suppliers

  4. Co-ownership of the Group Assurance Policy and the Group Risk relationship with the other Procurement Risk and Assurance Managers

  5. Lead an auditable Procurement Risk and Assurance line of defence model which enables all commercial activity to be subject to the appropriate level of Assurance, including a risk assessment of all new contractual commitments, specific to financial, reputational, contractual and regulatory requirements

  6. Serve as line of defence to specifically assure all key process outputs / deliverables as designated under the Framework and facilitate the contracting and management of external Subject Matter Experts (SMEs) or an external panel for where the required level of assurance is beyond the Procurement Assurance Manager's line of defence authority level

  7. Accountable for compliance to the required regulatory and industry standards across Category, Sourcing and Supplier Management

  8. Responsible for the periodic review and mitigation management of all supplier risks including contractual, financial and reputational risks, working collaboratively with the Supplier Management team and their key customers and stakeholders

  9. Lead the delivery of supplier risk education with the operational supplier managers specific to their day to day supplier risk management activities

  10. Lead a team of motivated and talented Procurement risk and assurance professionals, with specialised training schemes, fostering team-work, promoting talent management, with a succession plan implemented

Job Skills, Experience and Qualifications

Essential

  • Educated to a degree standard or equivalent

  • Significant supplier risk and assurance experience specifically in Infrastructure, Corporate Services, Materials & Logistics or IT spend categories within a highly regulated infrastructure or engineering environment

  • Ability to manage multiple complex projects simultaneously

  • Proven level of dispute resolution and change management skill set

  • Experience with cross-functional collaborative working methods

  • Politically aware, with the ability to use direct and indirect influencing strategies

  • Demonstrable level of problem-solving experience and in large, complex organisations


Desirable

  • Detailed knowledge of the UK Rail Industry, including procurement processes in a reclassified environment
