About Network Rail
Sitting within the Planning & Regulation team the Head of Regulatory Compliance & Reporting leads the Regulatory Compliance and Reporting team that deal with matters relating to key areas of economic regulation.This includes reporting to ORR, monitoring, compliance and the periodic review process as well as acting as the business interface between Network Rail and senior internal/external stakeholders and providing expert advice to Regions and functions on all regulatory matters.

Who are we looking for?
You will have strong technical knowledge of the economic regulatory framework within which Network Rail operates and how it applies to Network Rail. It also requires knowledge of the rail industry structure and breadth of experience of managing regulatory compliance, reporting and reform as well as driving improvement to these areas across the business.
What will I be doing in this role?
Requiring strong influencing and negotiating skills you will provide leadership, vision and direction to the team, ELT and customers in relation to Network Rail's compliance with the regulatory framework within which we operate.
Amongst other things you will:
Lead and motivate a team of six regulatory and reporting professionals
- Lead on regulatory compliance matters arising across Network Rail and, as an expert technician in regulatory relations, to lead the co-ordination of corporate responses to all allegations of regulatory non-compliance and mitigate the impact on the business
Lead the design, management and delivery of Network Rail's engagement strategy with the ORR on regulatory matters and for providing specialist technical support to the business on complex issues matters arising under Network Rail's network and station licences and track access contracts
Lead the creation, implementation and dissemination of appropriate regulatory awareness strategies for Network Rail, to minimise the risk of non-compliance and regulatory intervention and to build trust and confidence that Network Rail is equipped to comply with the regulatory and contractual framework within which it operates. This includes leading engagement with Senior Management within Route teams on complex policy matters

What skills and experience are we looking for?
The role requires strong influencing and negotiating skills to provide leadership, vision and direction to the team, ELT and customers in relation to Network Rail's operation within, and reform of, the regulatory framework.As an example, the post holder will need to be able to influence ORR's current and future approach to regulation such that it is proportionate, effective and wraps around the way that Network Rail runs its business. This will require the ability to make judgements and to challenge and influence views within ORR and Network Rail.
Significant experience in managing regulatory relationships perhaps gained within a regulated utility or sectoral regulator.
Significant experience in working at all levels, up to the Board internally, senior government and regulatory leaders externally.
Expert in economic regulation.
In-depth knowledge of regulatory themes and issues appropriate to the railway industry.
Extensive leadership experience at senior level in a complex regulated environment.
Excellent analytical, interpersonal and written skills.
Educated to degree level (or significant relevant experience)
