About the role:
Northern are looking to recruit a Track Access Manager within the Performance and Planning function. This is a senior management position responsible for day to day and strategic management of our Track Access Contract with Network Rail and associated regulatory regime.
As Track Access Manager you will negotiate with Network Rail and lead the industry process to ensure Northern has the access rights to run all the services in our Train Service Requirement with Rail North/DfT. You will also make sure our commercial position is protected by proactively managing all our Track Access related claims.
You will be required to represent Northern at industry forums and lead/shape industry policy through effective participation at these events. Working closely with our service planning and commercial teams you will lead /prepare and present Northern’s case at industry dispute hearings. This role also works in collaboration with Service Planning and leads on the strategic development of rail infrastructure enhancements in order to improve Northern’s services in the North of England. Attendance at industry meetings is requirement of the role, so you will be articulate and able to position the case to support the development of Northern’s business effectively.
Due to the specialist nature of this role the successful candidate will have extensive experience of working with regulatory framework contracts. There is a strong requirement to be able to work on your own initiative, have extensive contract management experience and be able to lead and drive engagement cross functionally. You will be a skilled negotiator with excellent communication skills, and the ability to work collaboratively with internal and external stakeholders.
At least three years’ experience managing regulatory access agreements/commercial contracts
Educated to degree level (or equivalent experience)
In depth understanding of a complex regulatory environment
Excellent communication skills and the ability to construct persuasive arguments to shape policy and aid decision making
Experienced in report writing/construction of formal consultation responses
Building effective relationships with Network Rail/ORR/Other TOCs/FOCs and stakeholders
Demonstrate previous experience of collaborative leadership capability
Strong leadership /negotiation and interpersonal skills
Organisational /presentation and facilitation skills
Understanding of Northern Rail’s operation/train planning systems
Appreciation of Northern’s geography and its associated complexities
