Commercial Services is a regionally based business unit of Network Rail which includes the cost planning and estimating team. This team's remit is the efficient delivery of a cost planning and estimating service which enables clients to secure funding in a timely and accurate manner.

About the role (External)

The Programme Cost Planning Manager will provide an efficient and accurate cost planning and estimating service to customers throughout the region. Manage and allocate local cost planning resources in response to programme demands.

Day to day role and Responsibilities

  • Own the governance, assurance, processes, and systems functionality for cost planning, cost analysis and benchmarking.
  • Lead the Wales & Western Region internal Network Rail Cost Planning & Estimating team with clear objective setting and personal development plans.
  • Liaise with the functional Programme Cost Planning Managers and key stakeholders to lead the development and implementation of appropriate governance, assurance, processes and systems functionality for cost planning, cost analysis and benchmarking.
  • Champion continuous improvement and oversee process development, performance and compliance in order to deliver consistent best practice cost planning services and techniques across the Region.
  • Apply standard discipline structures and roles.
  • Develop and apply cost planning, cost analysis and benchmarking training programmes.
  • Develop a method to produce quick top down estimates with a variance.
  • Take a strategic view and control the instruction of consultants with regard to the provision of external cost planning.
  • Discipline owner for the Rail Method of Measurement, the Unit Cost Modelling Benchmarking and the Cost Planning computer software system.
  • Actively promote the deployment and utilisation of the Rail Method Rail Method of Measurement, the Unit Cost Modelling and Benchmarking and the Cost Planning computer software system.
  • Develop, implement and maintain a centralised library of Cost Plans, a centralised set of composite, and labour, plant and material resource rates and standard cost planning template documentation.
  • Lead the sharing and promoting of best practice, through tracking achievements, development of appropriate key performance indicators (KPI's) and the review and dissemination of lessons learned.
  • Develop and implement an effective cost planning communications strategy to key stakeholders and professional organisations

Essential

  • Qualified to a professional standard in cost planning, estimating and quantity surveying through membership of the Royal Institution of Chartered Surveyors (RICS) or equivalent body.
  • A comprehensive knowledge of Cost Planning and Estimating processes and techniques.
  • A comprehensive knowledge of Cost Analysis, Cost Modelling and Benchmarking processes and techniques.
  • Wide and varied experience of large and complex civil engineering, infrastructure projects and / or building projects.
  • Relevant successful experience of the provision of Cost Planning, Estimating and / or Quantity Surveying services in a project environment.
  • Understanding of the project management, planning, risk assessments and management, and investment authority processes associated with building, civil engineering and / or infrastructure projects.
  • Good communication, analytical, presentation and reporting skills.

Desirable

  • Experienced user of appropriate Cost Planning, Estimating and Unit Cost Modelling computer software systems
  • Knowledge and experience in Network Rail's Cost Planning Framework
  • Knowledge of rail infrastructure construction
