We are looking for enthusiastic, proactive individuals to join our Internal Portfolio Management Office (PMO).

You will be part of a small professional team where your skills and experience will ensure that the investment we make in our infrastructure and services maximises the benefit we provide to Science and Technology (S&T) and Defence and Security customers.

Through a set of five sub-portfolios the Internal Portfolio has Portfolio responsibility for projects including infrastructure, IT, equipment support to S&T, and other organisational change initiatives. We have seen increased capital investment in infrastructure and IT and our Programmes and Projects have recently delivered new explosive facilities that include the state-of-the-art Energetics Analysis Centre, which houses the Forensic Explosives Laboratory, explosives detection, biometrics and intelligence capabilities; the UK’s first Defence Wargaming Centre (DWC) at Portsdown West, a dedicated centre of excellence, that brings together expertise and technology from Defence, industry and other partners; and through one of our major change initiative critical work for the Home Office, Police, Fire and Border Force is now fully integrated with other Defence and Security S&T, providing a resilient, world-class capability to protect the UK from crime and terrorism following the integration of Home Office S&T into Dstl.

Job description

The Operations Division, in which the PMO is based, is maturing and as such, the scope of the MI that needs to be managed is changing. You will support the delivery of this scope change and maturity increase by supporting the transition from the current ‘as-is’ state to the ‘to-be’ state.

You will work with MI from across Dstl to provide options and recommendations, informing Portfolio decision-making and performance reporting. This will include financial, performance and qualitative data.

You will work closely with other programmes and initiatives across Dstl to ensure alignment with and best use of technological advances that are being progressed for the benefit of Operations Division. You will co-ordinate the change to ensure the business systems, workflows and processes contribute to the enhancement of the operational delivery of the PMO.

Responsibilities

We are looking for a P3 professional or other suitably qualified individual with appropriate analytical or business improvement skills gained in a project or non-project environment.
You should have strong analysis skills with competency in data science techniques,
experienced in using a broad range of techniques to support delivery of business
outcomes.
You will be able to assimilate and report information which is able to draw out trends and insights which aids strategic business decision making.

Essential criteria:
You will have an extensive analytical understanding and ability to handle complex management information and analysis tasks.
Full knowledge of the project lifecycle and experience of working in a P3 environment
Experience of using quantitative and qualitative analysis tools and techniques, dealing with multiple data sources and being able to present in a clear and concise format
Ability to use MS Office Applications, Intermediate level MS Excel, MS Powerpoint.
Working experience of data visualisation tools (e.g. Power BI, Tableau)
Knowledge and experience of process mapping
Experience of developing plans to mature tools and techniques
You will have good stakeholder engagement including reporting, communicating and influencing across all levels of the business with an ability to describe complex analytical information to non-specialist audiences.
You should be comfortable working in a fast paced delivery environment, managing and prioritising multiple data requests from various stakeholders.

Selection process details
