Department Description: This position is within the SSO & NWM, CASS and Outsourcing Organisation, leading the Regulatory Governance team with accountability for the regulatory governance framework that supports the SMF24's prescribed responsibilities for Outsourcing in accordance with PRA / FCA requirements.

Job description: The Head of UK Outsourcing Governance will be responsible for:

  • Ensuring that the framework, governance and oversight process embedded across the organisation is aligned with UK Outsourcing regulations
  • Leading committees engaged in decision making in relation to Outsourcing activities
  • Managing the relationship with SMFs and Senior Managers across the Firm in relation to their outsourcing activities
  • Managing the relationship with Corporate Third Party Oversight seniors across the Firm
  • Managing the team that owns and executes on the governance supporting the SMF24 in discharge of their prescribed responsibility for outsourcing under the Senior Manager Regime, in accordance with the PRA Rulebook (Rule 2 covers Outsourcing) and the FCA Senior Management Arrangements, Systems and Controls (SYSC 8).
  • Oversight and challenge of the inflight implementation of UK other regulatory requirements in partnership with Corporate Third Party Oversight (CTPO)
  • Managing the relationship with the Firm’s Resilience organisation to ensure that future Regulatory changes are coordinated, aligned and embedded as required by the UK Regulators
  • Driving and educating partners on the accountability model across the firm

This role requires a wide variety of strengths and capabilities, including the ability to:

  • Ensure awareness of and compliance with relevant policies, controls, regulations and escalation protocols

Key Responsibilities:

  • Accountable for monthly CIB UK Outsourcing Forum & Bi-Weekly Materiality Assessment meetings.
  • Lead decision making in relation to the changing regulatory environment, understanding its impact on our operations and as a result, drive development of the local frameworks
  • Negotiate change across the CTPO organizational framework/implement UK framework change as required
  • Lead CIB UK Outsourcing Governance for Firmwide CTPO meetings / projects as required
  • Lead engagements with key senior stakeholders to continue to enhance / develop collaborative approach within oversight model
  • Manage the team that delivers the governance activities
  • Lead ongoing enhancement including continued development of consistent best practice and governance protocols
  • Ensure the Accountability model is well understood

Experience Required:

  • Experience in leading an investment banking regulatory, compliance or operations team is desirable
  • Experience of managing communications and engagements with the UK Regulator
  • Demonstrated leadership in negotiating and influencing within a large organisation
