Brief Description

The Central route team manage all the structural assets that contribute to making the railway an efficient and safe transport system to support the UK economy and provide the service passengers and freight hauliers expect.

This is a challenging and rewarding environment for engineers where you will contribute to a successful modern and complex railway system by maintaining and enhancing embankments, cuttings, bridges, tunnels, sea defences, retaining walls, stations and depots. Balancing the needs of the modern complex railway alongside our heritage responsibilities and stakeholder constraints.

This requires innovation as well as an understanding of traditional engineering and structure materials. Critical to success is enhancing resilience of the assets to the impacts of climate change and ensuring a long-term sustainable approach.

You will manage and direct the development and implementation of the structures route asset management plans for those assets within a defined geography.Manage the production of specifications and acceptance criteria for structures works for all aspects of investment to achieve the required scope and quality in accordance with regional and national asset policies.Provide a comprehensive route-based structures support service to Maintenance, focussed on specified delivery units.

About the role (External)

Key Accountabilities

    Lead the management of route specific asset management plans, including all maintenance, renewal and investment activity.

      Monitor route asset management plans to confirm that they are appropriate to deliver required regulatory outputs and amend the plans as necessary to deliver compliant output targets.Agree maintenance activity volumes with delivery unit teams.

        Sponsor structures renewals.Review investment papers for compliance to national requirements and participate in funding negotiations.

          Manage the inclusion of all investment items into appropriate programmes and track through to completion, including approval of programme changes.Determine and advise on the implications if work is not undertaken in the recommended timeframe.

            Provide technical resource to support the development and implementation of projects to confirm the technical requirements are sufficient, correctly interpreted and any changes agreed.Check that completed schemes are appropriately assessed to determine they meet the project remit.

              Manage the specification of acceptance criteria for [discipline] works including design approval, acceptance of equipment and hand back to maintenance as appropriate.Where necessary check that the acceptance processes are being discharged.

                Act as engineering authority for engineering deliverables associated with renewal and enhancement activities unless formally delegated to others.

                  Provide professional engineering leadership and manage the provision of a comprehensive structure support service focussed on specified delivery units, but also supporting other delivery units when required.Provide nationally consistent advice and guidance in the production and acceptance of business focussed renewals proposals.Manage the monitoring and improvement of the technical competence of structure engineers in specified delivery units.

                    Provide a route based single point of contact engineering support service to Maintenance and Operations senior management for Structure assets.

                      Lead Engineering verification activities and provide resource to support the delivery of the national verification and maintenance audit programmes. Lead and conduct investigations into significant failures that affect the safety and condition of assets.Assist with the management of actions to mitigate the risks of recurrence.

                        Direct the scheduling of examination, inspection, monitoring and assessment of civils assets and the evaluation of the reports, and the production of route specific and asset type management regimes. Direct the implementation of mitigation measures when proposed asset management actions are deferred.(Applicable to Civils Assets RAMs only)

                          Lead engineering assurance and verification activities and provide resource to support the

                          delivery of the route assurance, verification and audit programmes. Lead and conduct

                          investigations into significant failures that affect the safety and condition of assets.

                          Job Skills, Experience and Qualifications

                          Essential

                            Registered Engineer at CEng level with the Engineering Council

                              Proven Structures & Civils engineering experience of managing a complex and diverse asset base, particularly related to renewals, enhancements and system integration

                                Proven knowledge of technical, safety and performance standards relating to Structures & Civils engineering

                                  Proven ability to lead engineering activities in a business environment

                                    An understanding of safety management systems and risk assessment techniques

                                      Experience in the integration of complex engineering systems

                                        Understanding of CDM regulations

                                        Desirable

                                          Level 7 under the Regulated Qualification Framework in a relevant engineering discipline

                                            Member of either an appropriate institution or the Institute of Asset Management

                                              Expertise in engineering management in a safety critical industry

                                              We adhere to a structured pay framework, any salary offered will be within the following pay range: £78,575 - £88,397 per annum. You will also be eligible for car allowance of £6,000 per year.
