Brief Description

Lead and direct the detailed planning, resourcing and delivery of allocated possessions and the worksites within them.This will include populating the possession with work sites, attending possession planning meetings, developing the engineering train plans, establishing protection and isolation arrangements, ensuring multidiscipline activities are used to maximise utilisation of possession time and on-site possession management, including acting as S/PICOP.

Carry out detailed planning of all possessions (MR&E) with suppliers. Delivery the access for all possessions that involve any IMC activities.

About the role (External)

Key Accountabilities

1.Responsible for the efficient and safe planning and organisation of all possession management activities on designated possessions.

2.Ensure that appropriate planning; safety and performance measures are being applied to all engineering possessions.

3.Ensure that all possession protection and management arrangements comply with and relevant Group and Company Standards (including the Network Rail Rule Book).

4.Delivery of improved efficiency, reliability and operational safety of possessions.

5.Delivery of the possession according to the plan and controlling any changes.

6.Identifying risks and mitigation measures to be applied to possession arrangements on a site-by-site basis.

7.Ensuring the robustness of the possession arrangements including the interfacing of worksites and the associated train plans.

8.Leading possession coordination meetings to manage conflicts and accommodate changes at the earliest opportunity. Responsible for the site management of possessions (S/PICOP Duties), either directly or through other PICOPs.

9.Management and briefing of possession protection staff (PICOP brief).

10.Establishing and maintain an effective system of communication between relevant Network Rail Zone Control, infrastructure contractors, project teams, train operators and signalling staff.

11.Ensuring that all emergency arrangements in connection with any possession are in place together with arrangements to deal with any environmental incidents.

12.Manage the commercial arrangement relating to contracts for services, including provision of equipment, attendance of contractors/staff, and completion of timesheets.

13.Monitoring and reporting on possession safety and efficiency by production of post-possession report.Identify lessons learnt including training, competency issues and recommendations and submit to Senior Possession Manager.

14.Audit sites to ensure contractors are adhering to procedures and are in possession of relevant certification.

15.Accountable for coordination and compilation of associated Risk Registers and Method Statements in respect to the possession.

16.Accountable for producing Possession Packs including compilation of Health and Safety plan, Staff Rosters for possession, Plant & Equipment, Sub-contractors, Train Requirements and movements, Possession details and specific work site information.

Job Skills, Experience and Qualifications


    Planning experience of possessions

      Broad understanding of the possessions planning process

        Comprehensive knowledge of Rules and be able to apply them effectively in complex situations

          Obtain PICOP competence

            Able to effectively present information

              Able to build and maintain effective working relationships

                IT Literate (MS Office, P3, QE1, MIMs)
