About the team

The Strategic Planning team within the System Operator function is responsible for proposing robust and integrated long term, evidence-based plans in conjunction with rail industry partners. These proposed outcomes are translated into recommended changes to the rail network to be developed, and the outputs inform potential funders. This is essential for the company to secure funding needed to effectively manage and develop the network. We work closely with national and local government to improve the railway for the millions of passengers and freight-users who rely on it daily, as well as with devolved bodies such as Transport for the North and Midlands Connect.

The System Operator function shapes tomorrow's railway to meet the long term needs of the rail industry, its users, funders and stakeholders by understanding what the future requirements of the railway are. We also plan the long term capability of the network, promoting the efficient use of network capacity.

Brief Description

This is a fantastic and broad role which allows interaction with a diverse range of internal and external stakeholders. This role would suit a strategic thinker and excellent communicator who can influence the future strategy of the network. Due to broadness of this role, there are great progression opportunities to not only grow within the team, but also to move to other areas.

What will I be doing in this role?

As Senior Strategic Planner you will take the lead in the development and implementation of strategic plans impacting the railway from London to the Scottish borders, including the East Midlands, Yorkshire and the East Coast . You will also support large programmes such as High Speed 2 and Northern Powerhouse Rail. and their interface with the conventional railway network.

This will include leading Continuous Modular Strategic Planning studies and generating other strategic documents as well as providing other strategic advice. The role requires the ability to liaise with internal and external stakeholders, including the Department for Transport and other statutory bodies responsible for transport planning in respect of opportunities for enhancements and other rail improvements. This role will allow the successful individual to develop, progress and influence the future strategy for the infrastructure of the network.

About the role (External)

What will the day to day look like?

    Development and implementation of the long term plans for future network.

      Accountable for identifying the outputs that deliver safety and the best balance of performance, capacity and cost

        Lead the workload management for a specific geography, working closely with Strategic Planners and providing direction, guidance and advice

          Facilitation of cross-functional input into Continuous Modular Strategic Planning studies, alongside up to date long and medium-term plans for your route

            Co-ordinate analysis for capacity studies, taking into account the existing capability, contractual & regulatory obligations, and the implications of expected future traffic levels Review maintenance and renewal plans for consistency with route strategies and ensure renewals and enhancement projects reflect the needs of the route.

              Build and manage internal and external relationships through effective stakeholder management to balance the requirements of the Government, Network Rail and the industry as a whole

                Lead and maintain relationships with nominated customers and external stakeholders to help them achieve their aspirations for rail.

                What skills and experiences are required?

                  Experience of strategy, planning or rail

                    Understanding of infrastructure issues which influence capacity

                      Degree or equivalent

                        Good relationship management with good experience of cross-functional, collaborative working

                          Good communication skills (both written and verbal) skills

                            Good commercial and financial awareness, including understanding economic trade-off analysis

                              Knowledge of rail industry and commercial framework


                                Knowledge of Network Rail's sponsorship and investment processes and procedures

                                  Knowledge of project development and delivery processes

                                    A wide-ranging knowledge of the customers and assets of the route
