If so, PA Consulting Group has a fantastic opportunity for you to be Monitoring, Reporting, Evaluation & Learning (MREL) Lead for the Skills for Prosperity (S4P) Hub as part of HMG’s Skills for Prosperity (S4P) programme.

Skills for Prosperity (S4P) Programme:

The S4P Hub provides a management facility for the DFID/FCO Prosperity Fund to support in-country Skills for Prosperity programmes in Brazil, Egypt, Kenya, Indonesia, Malaysia, Mexico, Nigeria, Philippines and South Africa. It will provide project management, procurement, M&E and technical assistance support to programmes and will gather evidence and communicate impact.

Skills for Prosperity (S4P) will:

  • Contribute to achievement of UK and international commitments on Agenda 2030 and the Sustainable Development Goals (SDGs). This includes SDG 4, to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all, as well as contributing to specific SDG 4 targets to: Ensure equal access for all women and men to affordable and quality technical, vocational and tertiary education, including university
  • Substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship
  • Eliminate gender disparities in education and ensure equal access to all levels of education and vocational training for the vulnerable, including persons with disabilities, indigenous peoples and children in vulnerable situations

What we're looking for

This is a Fixed Term Role until March 2023

As our Monitoring, Reporting, Evaluation & Learning (MREL) Lead, and a key member of our S4P Hub team, you will be responsible for:

  • Acting as primary point of contact for all monitoring, reporting, evaluation & learning matters relating to the Hub. This will include acting as liaison point with the S4P team (DFID/FCO), including country programmes, and wider DFID, FCO and DIT stakeholders
  • Managing the performance of the Management Information System Analyst within the S4P Hub
  • Advising the S4P programme, including country programme teams, on the approaches and methods to take to monitor and evaluate development (primary purpose); secondary benefits for international and UK businesses; gender & social inclusion (GESI); and value for money outcomes
  • Supervising the collection and quality assurance of monitoring data from country programmes and support the S4P team to report these results on required systems to IATI and wider Prosperity Fund standards
  • Designing and managing technical and operational tools to support MREL and benefits realisation across the S4P
  • Supporting evaluative activities of S4P programme and country teams
  • Identifying opportunities for learning across the S4P and making programme adaptation recommendations to the S4P team based on this insight
  • Utilising your excellent communication skills to work as part of a multi-disciplinary team to drive service delivery

  • Experience of monitoring, reporting, evaluation & learning (MREL) of development (primary purpose); secondary benefits for international and UK businesses; gender & social inclusion (GESI); and value for money results
  • Strong interpersonal skills, with the ability to engage with a significant network of senior stakeholders
  • Experience delivering capacity building or training activities, preferably related to MREL
  • Strong leadership skills and experience thriving in a fast paced & changing environment
  • Excellent eye for detail without losing sight of the wider context
  • Confident and credible, with aptitude in decision making and problem solving
  • Excellent organisational skills, with ability to work under pressure and meet deadlines

Desirable:

  • Experience of monitoring, reporting, evaluation & learning (MREL) of development (primary purpose); secondary benefits for international and UK businesses; gender & social inclusion (GESI); and value for money results within education and skills programmes
  • Prior experience & understanding of UK Prosperity Fund
  • Prior experience & understanding of UK Government departments (DFID/FCO/DFID) and international/economic development organisations

Additional Context: Candidates must be willing and eligible to undergo pre-employment screening and relevant security clearances. This role is UK-based (London) with potential infrequent overseas travel.
