Brief Description

About the role

To lead a team of people in the provision of effective and efficient property services to support delivery of a safe, efficient, reliable and sustainable rail service.

To identify and create opportunities to optimise performance in order to increase Property's financial contribution to the company's rail operations and to improve service to its customers.

Key Accountabilities

    Stakeholder Management - To take ownership for a particular client group and actively manage the relationship in order to be responsive to the partner's needs. Full responsibility for the relationship and strategy for the area. Provide Directors / NR managers with advice and direction on Property related issues.

      Operating Environment - Define the strategic direction and activity for the client group; deliver efficiently all property services for the client group; and develop close and effective links with clients

        Resource Management - To have accountability for leading a team of individuals and ensuring a fully motivated and committed workforce. Fulfilling full leadership responsibility and acting as a role model for the wider team. Will also have responsibility for direct and matrix management.

          Service - To design embed a culture of high performance, a culture that continually improves service to internal and external customers and meets customer service targets. Responsible for defining and tracking progress against the service targets appropriate to the area. Accountable for developing mitigation strategies as appropriate.

            Leadership - To provide leadership across Property Services, enabling teams to optimise performance across the department working efficiently and effectively which will involve the proactive management of resource across teams to meet customer demand.

              Strategy and process - To identify and implement changes required to support delivery of the Property function's overall strategy and services. Involved in creating and shaping the strategy for the appropriate area of focus. Providing strategic and leading the team on tactical support and guidance to the business on the optimum use of land and property assets.

                Safety - to actively support the development and implementation of a safety leadership and cultural change programme to support delivery of a safe working environment and a safe rail system. Accountable for ensuring compliance of the team in behaving in a way that is in accordance with our rules and processes.

                  Sustainability - to make sustainability a key element of all activities being delivered by leading the creation and delivery of a sustainability plan, making demonstrable improvements in sustainability within the team and the portfolios managed and also the services provided

                    Financial - to increase Property's contribution to the cost of the company's rail operations specifically through delivery of the Client Remit and also through wider support to the rest of Property. Responsible for the delivery of the team costs to budget.

                      Knowledge Sharing - Actively seek to collaborate across Network Rail and into the external market in order to share best practice and drive an ethos of continuous improvement.

                        Policy - Provide direction and seek to improve Property and policy strategy where it is of benefit to the business.

                          Authority / Decision Making - Full accountability for the Property interface with the client group. Decision maker on higher value transactions

                            Project / Programme Management - Responsible for resourcing and supporting projects / programmes for the client group

                            Job Skills, Experience and Qualifications


                              Educated to degree level or equivalent

                                MRICS qualified

                                  Wide and extensive General Practice surveying experience

                                    Excellent communication and influencing skills

                                      Significant proven negotiation skills at senior level

                                        Proven experience of managing complex property transactions

                                          Extensive experience of leading and motivating a team

                                            Ability to think strategically and translate into activity

                                              Experience of managing senior stakeholders

                                                Significant presentation skills


                                                  Understanding of the rail industry

                                                    Full Driving Licence

                                                    Network Rail adheres to a structured pay framework, any salary offered will be within the following pay range: £78,575 - £88,397
