The Safety, Technical & Engineering (STE) Group is the Technical Authority for Network Rail providing strategy, policy and assurance as well as expert technical services to the business in asset management, engineering, maintenance, operations, safety, health and wellness, quality, sustainable development, security and information management.

Our key accountabilities are:

Innovate - Define and deliver national improvement programmes and commission research and development to achieve a better railway

Lead - Provide strategic leadership and guidance to Network Rail and external partners

Assure - Assure Network Rail assets and safety performance by governing standards and frameworks and providing intelligence to support business improvement

Grow - Improve the health and vitality of all Network Rail employees, grow our capability by developing competency frameworks and aligning competencies to industry developments and using management information, audits and investigations to identify standard methodology and continuous improvement.

Brief Description

This Scheme Project Management position will be part of a team that will successful deliver, implement and embed the different workstream within the overall Planning Delivering Safe Work Programme. They will also be responsible for the programme management duties (PMO) such as reporting, governance and change control management. They will provide support to the Senior Programme Manager, Programme Manager and Project Managers in the delivery of the PDSW workstreams as well as being responsible for the delivery of a workstream.

Planning and Delivering Safe Work forms part of the Track Worker Safety Task Force which is a at the heart of driving safety improvement within the industry.

The successful applicant will support the Programme's vision and communication strategy and help drive them programmes implementation plans with the business whilst also ensuring that we align with the MSP4NR governance framework.

Strong communication and stakeholder management skills are required for this post.

About the role

    Deliver individual projects or parts of projects in a safe, sustainable and environmentally responsible manner to time, cost and quality, in accordance with the Guide to Railway Investment Projects (GRIP), Managing Successful Projects for Network Rail (MSP4NR), applicable Network Rail company rules and means of control (including standards), railway group standards, HMRI guidance where appropriate and other specific legislation including construction design management (CDM) Regulations.

      Provide a professional, consistent and effective project management service including the use of performance indicators and project reporting systems in accordance with Managing Successful Projects for Network Rail (MSP4NR), applicable Network Rail company rules and means of control (including standards) and guidelines.

        Lead the development and delivery of projects in compliance with company processes and procedures.

          Handle tactical change and risks within the project life cycle for allocated schemes.

            Assist or lead in the provision of a safe working environment in the execution of managed work.

              Follow with the Investment Regulations Framework.

                Lead the production of project management plans and other associated project management documentation.

                  Lead project budgets within agreed targets and provide periodic updates through the management review process.

                    Deliver regular progress reports on change projects, including relevant risks and issues, to the Programme Manager.

                      Promote and monitor the use of efficiency improvement methods.

                        Disseminate lessons learnt.


                          Successful relevant experience including project management

                            Educated to HNC/HND or similar standard

                              Good interpersonal and communication skills

                                Project safety management experience

                                  Knowledge of Oracle Projects

                                    Knowledge of safety, quality and environmental procedures.

                                      Knowledge of commercial and financial procedures.

                                        Membership (or working towards membership) of the Association for Project Management or other professional body.


                                          MSP4NR (Management successful programmes)

                                            A degree or equivalent

                                              Six Sigma Yellow Belt
