Brief Description

As Head of Group Risk, you will lead and deliver the strategy, implementation, co-ordination and maintenance of the Network Rail Enterprise Risk management (ERM) framework, liaising with internal and external stakeholders and reporting to Exec and the Board on Network Rail's Principle Risks.

About the role

Key accountabilities include:

    Own and lead on Enterprise Risk Management matters across Network Rail and, as an expert technician in risk management, lead on the company strategy in order to improve organisational maturity and meet the requirements for risk management as prescribed FRC and HM Treasury.

      Manage and own the strategic development and maintenance of effective risk management across the Company through the ERM framework in cooperation with internal and external stakeholders.

        Lead and guide the professional Risk community across the organisation through new processes and improvements of change in order to meet defined business unit deliverables to realise benefits.

          Lead the interface with senior stakeholders and deliver effective interfaces and communications to all stakeholders in order to build and promote an effective risk management culture.

            Provide specialist and technical advice and support to the Executive Committee in the identification of corporate risks and the provision of assurance to the Audit & Risk Committee and the provision of assurance against the risk management policy to the accounting officer as part of the annual departmental returns.

              Lead and manage a team of risk management experts to form a centre of excellence in Network Rail for Enterprise Risk Management in order to provides strategic leadership and guidance to the business.

                Develop and lead an effective risk community across the business to raise competence, awareness and access to key information and resources in order to support day to day operations.

                  Co-ordinate effective risk reporting to internal and external senior stakeholders to agreed timescales and quality expectations including the risk section of the Annual Report, along with quantified scenario analysis to inform the report, in order to provide assurance that principle risks are being adequately identified and assessed.

                    Develop and maintain strong relationships with operational risk functions in order to mature the integrated risk strategy.

                      Maintain an up to date knowledge and awareness of the corporate risk landscape and identify anticipated changes in the external environment in order to appraise senior leaders of potential new risks or changing impacts on the business.

                      Job Skills, Experience and Qualifications


                        Demonstrable in-depth knowledge of Enterprise Risk Management within an organisation of similar size and complexity.

                          Proven track record of successful implementation of an Enterprise Risk Management Framework within a large organisation.

                            Extensive Experience in the successful management of change programmes.

                              Membership of a risk management professional body and/or active external professional networks.

                                Sufficient seniority and credibility to advise senior stakeholders, both internally and externally on risk management in relation to their business area or area of interest.

                                  Proven experience in developing governance frameworks in areas of risk management.

                                    Strong commercial focus and financially astute.


                                      Detailed understanding of the railway industry, its key business processes and interfaces.

                                        Proven experience of working in a safety critical industry.

                                          Educated to degree level.
